CHAIR SHAW  announced that the  final order of business  would be                                                               
HOUSE  BILL NO.  146, "An  Act relating  to fireworks;  repealing                                                               
restrictions on  the sale of fireworks;  directing the Department                                                               
of Public  Safety to adopt  fireworks regulations;  and providing                                                               
for an effective date."                                                                                                         
                                                                                                                                
CHAIR SHAW acknowledged  the zero fiscal note  and proceeded with

REPRESENTATIVE ALLARD moved to adopt  [Conceptual] Amendment 1 to                                                               
HB 146.                                                                                                                         
                                                                                                                                
REPRESENTATIVE   C.  JOHNSON   objected   for   the  purpose   of

REPRESENTATIVE  ALLARD explained  that  [Conceptual] Amendment  1                                                               
would delete  "any" on page 2,  line 8, and insert  "a"; further,                                                               
it would clarify  that the subsection should not  be construed to                                                               
authorize entry into  a private residence in  which fireworks may                                                               
be stored for personal use.                                                                                                     
                                                                                                                                
REPRESENTATIVE STORY expressed her  appreciation for the proposed                                                               
amendment,  as  it  would  clarify  that  entry  into  a  private                                                               
residence wasn't allowed.                                                                                                       
                                                                                                                                
REPRESENTATIVE  ALLARD noted  that she  and Representative  Story                                                               
collaborated on [Conceptual] Amendment 1.                                                                                       
                                                                                                                                
REPRESENTATIVE C. JOHNSON removed his  objection.  There being no                                                               
further  objection,  [Conceptual]  Amendment  1  to  HB  146  was                                                               
adopted.

REPRESENTATIVE WRIGHT moved to report  HB 146, as amended, out of                                                               
committee  with individual  recommendations and  the accompanying                                                               
fiscal  notes.   There  being  no  objection, CSHB  146(STA)  was
